So many times CIA has been accused of supporting regimes or actions that indirectly lead to economic exploitation, such as during the Cold War when it supported anti-communist governments, sometimes at the expense of local populations. But yeah the local population should keep quiet

Yes they have intelligence services and they train operatives who are deployed to perform the nasty jobs. We have Intelligence operatives like every other nation.
CIA and Mossad do more than what other intelligence agencies do, disrupting and destabilizing a government is not intelligence. US govt has even funded some terror organization which had backfired on them recently.
And Taliban from 2021 has been less dependent on Pakistan and have made alliance with China, Russia, Iran, and India. So are Indians funding Taliban now? lol
More or less these are formed either to oppose oppression or to be dominant in a region by a government or a state. i guess few texts wont give an answer unless you live their shoes. And really see what government does to some of these minorities. Stalin killed his own people while Nazi's invaded Leningrad by cutting off supplies to Leningrad people for 2 years, China with the yellow river flooding killed half a million people to stop invading Japanese. we could probably ask why innocent people are used as sacrifices more than anything here.
